Wis. businesses press for venture capital bill

MADISON, Wis. (AP) -- Business owners and leaders spoke out Wednesday in favor of a plan to put $25 million in state money into Wisconsin startups.

The bipartisan legislation from Republican Rep. Mike Kuglitsch of New Berlin would put the money into a fund that invests in agriculture, technology, energy and other industries. The fund also would get at least $50 million from private sources.

The initial $25 million was included in Republican Gov. Scott Walker's proposed budget. Under the proposal, the State of Wisconsin Investment Board and the Wisconsin Economic Development Corp. would hire a fund manager to attract private investments and direct them to newer companies ? mostly younger than 5 years old ? that are trying to grow and that have good potential.

David Summers is the co-founder of KrunchThat!, a Madison-based startup that uses research technology to help college students with academic papers. He and two partners started the company last year before launching a website in March.

He said the company is looking for about $1.5 million to help offset marketing and legal service costs and eventually hire more developers.

"Penetrating the market takes a lot of upfront capital," Summers said. "I think the legislation is a terrific way to supplement the funding gap we have seen."

Other business owners and leaders joined Summers in applauding the plan, saying it will bring certainty to state's entrepreneurial environment.

Steve Lyons, president of the Wisconsin Growth Capital Coalition, told the Assembly Committee on Jobs, Economy and Mining at a Capitol hearing that Wisconsin is falling behind states with a similar workforce in attracting venture capital to create jobs back home. Lyons noted that 19 percent of Minnesota's workforce is created by venture capital, compared with 3 percent in Wisconsin.

"If we are truly going to compete in the new marketplace, create jobs and lead the way as Wisconsin has in so many things, we must act now." Lyons said.

Tom Still, president of the Wisconsin Technology Council, said many companies left Wisconsin because the state didn't have enough capital to help them get through an early growth stage. Still said the funding would help create jobs with good salaries and benefits.

"It's a walking start," he said of the proposal. "It sets a way where right choices can be made."

Walker promised to create 250,000 private-sector jobs by 2015, but Wisconsin is far from reaching that goal. The state recently dropped to 44th in the nation for creating private-sector jobs.

The legislation drew concerns from two Democratic lawmakers who said a one-time investment is not enough to guarantee a long-term return.

Assembly Democratic Minority Leader Peter Barca of Kenosha, along with Sen. Julie Lassa of Stevens Point, announced last week that they are introducing separate venture capital legislation. Lassa said Kuglitsch's proposal doesn't require companies that received funds to have offices and staff in Wisconsin and therefore cannot ensure sustainable growth in the state.

Other Democrats wondered how many jobs Kuglitsch's proposal would actually create.

In response, Kuglitsch said his focus is on businesses, and that jobs would be created as a result.

81 per cent of users aged 16-34 use more than one device to search the net, dipping to 44 per cent for over 45s. PCs are still the dominant form of web browsing, but 20 per cent of 16-24 year olds say they use their mobile more.

38 per cent of respondents make at least ten unique searches a day, while ten per cent conduct more than 25. Meanwhile, men are more likely to track content via bookmarks than women, at 62 per cent and 57 per cent respectively.

Max Kossatz, co-founder and CEO, archify, said: "People are spending more and more time searching for web pages they have previously visited, often without success. Add to this trying to track pages viewed via social media sites, or through different devices such as mobile phones and tablets, and it is getting incredibly hard to keep track of where you have been online.

"Many users find themselves using the same search term on their web browser, Google, Facebook, Twitter and Gmail. The new archify app will help users organise their online experience by providing more personalised searches and access to the sites they have visited across multiple devices."

Dems have edge in sprint to Mass. special election

BOSTON (AP) ? National Republicans cheered former Navy SEAL Gabriel Gomez's Massachusetts primary victory, but Democratic Congressman Ed Markey enjoys tremendous advantages in the special election to replace former U.S. Sen. John Kerry.

Tuesday's primary elections set up an eight-week sprint to the June 25 election.

In Markey, the race pits a longtime liberal politician known for environmental advocacy against Gomez, a fresh-faced social moderate with a distinguished biography and untested political skills. On paper, it looks like a competitive contest, but Republicans quietly concede that Markey is the strong favorite in a state where only around 11 percent of voters are registered Republicans.

"As we've shown before in the state, anything can happen in a special election," said Republican strategist Ron Kaufman, Massachusetts' national committeeman.

Indeed, little-known Republican state Sen. Scott Brown stunned Democrats in his 2010 special election U.S. Senate victory in a contest that became a referendum on Obama's healthcare overhaul. So far, at least, this race has drawn little national interest, even before being overshadowed by the Boston Marathon bombings.

And unlike the last special election, this one will have little bearing on the immediate balance of power in the U.S. Senate, where Democrats have an effective 55-45 majority.

But Massachusetts Democratic party leaders promised they would not repeat the mistakes of the last special contest, when they largely took success for granted.

"We have absolutely learned a lesson. As long as I'm around, we will never leave primary day thinking we're all set," Massachusetts Democratic Party chairman John Walsh said Tuesday, vowing an aggressive grassroots strategy to rally Democrats across the state behind Markey.

Gomez, 47, won a three-way primary against former U.S. Attorney Michael Sullivan and state Rep. Daniel Winslow. Markey, 66, a member of Congress for the last 36 years, defeated fellow U.S. Rep. Stephen Lynch on the Democratic side.

"This election, ladies and gentleman, will not be easy," Markey said in his primary victory speech, suggesting that national Republicans were prepared to "move mountains of money to buy this election."

Gomez, meanwhile, painted Markey as a longtime Washington insider in a speech that included moments of Spanish. He said he was playing Little League Baseball when Markey was first elected to Congress.

In many ways, Gomez fits the profile of a new brand of politician that Republican leaders are looking for. The Republican National Committee released a report in March calling for better minority outreach and more inclusive tones on immigration and social issues.

Gomez is the son of Columbian immigrants and speaks fluent Spanish. He supports gay marriage, but says it should be decided state by state. He personally opposes abortion, citing his Catholic faith, but hasn't advocated overturning Roe v. Wade.

Over more than three decades in Congress, Markey quietly built a legislative portfolio that included work on energy, telecommunication, national security and the environment. When oil began spilling into the Gulf of Mexico following an offshore explosion, Markey pushed to make live video footage of the spill available.

The Democrat begins the race with a significant financial advantage. He led all other candidates in fundraising and had won the backing early on of Kerry and a large segment of the Democratic establishment.

Gomez, who launched a career in private equity after leaving the military, has already loaned his campaign at least $600,000.

He has the backing of a so-called super PAC that can raise and spend unlimited sums of money. Eric Fehrnstrom, previously a top aide to former presidential candidate Mitt Romney, advises the outside group, known as the Committee for a Better Massachusetts.

A handful of Romney's team is playing key roles on Gomez' campaign.

Still, some Republicans in Washington are quietly pessimistic about the race because of the political realities of Massachusetts, where Democrats enjoy a 1-million-voter registration advantage. Unaffiliated voters make up almost 53 percent of the electorate.

Republicans also concede that Gomez isn't always comfortable in the spotlight. Save for an unsuccessful bid for town selectman, he has never run for political office.

"If you're looking for an experienced, slick talking politician, I'm definitely not your guy," Gomez told supporters Tuesday night. "If you are looking for an independent voice, a new kind of Republican, take a look at our campaign and I'd welcome your support."

Markey suggested the race could have national implications. "This campaign is about standing up to the special interests and the extreme tea party Republicans who want to stop progress and send our country in the wrong direction," he said. "I am ready for that fight."

Vt. woman disfigured in attack reveals new face

BOSTON (AP) ? A Vermont woman revealed her new face Wednesday, six years after her ex-husband disfigured her by dousing her with industrial-strength lye, and said she went through "what some may call hell" but has found a way to be happy.

Carmen Blandin Tarleton of Thetford had face transplant surgery at Boston's Brigham and Women's Hospital in February and spoke publicly for the first time at a news conference at the hospital Wednesday.

"I'm now in a better place, mentally and emotionally, than I ever could have imagined six years ago," said Tarleton, a former transplant nurse. "I want to share my experience with others, so they may find that strength inside themselves to escape their own pain."

In 2007, the 44-year-old mother of two was attacked by her then-husband, Herbert Rodgers, who believed she was seeing another man. Police say he went to the house looking for that man, then went into a fury directed toward Tarleton, striking her with a bat and pouring lye from a squeeze bottle onto her face.

When police arrived, Tarleton was trying to crawl to a shower to wash away the chemical. It already had distorted her face.

In 2009, Rodgers pleaded guilty to maiming Tarleton in exchange for a prison sentence of at least 30 years.

"I learned that ... forgiveness doesn't condone anything he did and it's not about him ? it's about forgiving him, it's forgiving myself, it's allowing myself to move forward and not getting stuck in the tragedy of that night," said Tarleton, who has undergone 55 surgeries during the past five years.

During the face transplant surgery, more than 30 surgeons, anesthesiologists and nurses worked for more than 15 hours to replace her skin, muscles, tendons and nerves, the hospital said.

The face donor was a Williamstown, Mass., woman named Cheryl Denelli Righter who died of a sudden stroke, a hospital spokeswoman said.

Righter's daughter, Marinda, told Tarleton on Wednesday that she looked beautiful, adding she was certain her mother had somehow picked Tarleton. "They are both mothers, they are both survivors, they are both beacons of light," she said.

Righter said that after meeting Tarleton for the first time Tuesday, she felt overjoyed for the first time in a long time.

"I get to feel my mother's skin again, I get to see my mother's freckles, and through you, I get to see my mother live on," she said before going to Tarleton to hug and kiss her again. "This is truly a blessing."

Tarleton is legally blind and read her remarks from a tablet. She thanked Righter's family for what she called "a tremendous gift" that's greatly alleviated the physical pain she'd felt daily.

She referred to the victims of the Boston Marathon bombing and said the city is "facing the challenges of pain and forgiveness."

"There is a lot to learn and take from horrific events that happen," Tarleton said. "I want others to know that they need not give up on feeling (like) themselves when tragedy strikes, but instead they can make a choice to find the good and allow that to help them heal."

Tarleton described how it feels to touch and wash her face since her transplant.

She said she still doesn't have full sensation on her new face, but she is experiencing tingling in certain areas. As all that tissue starts to settle, she feels the sensation change almost every week, she said.

The tingling and other sensations are triggered by the regrowth of nerves that were connected during transplant surgery, said Dr. Bohdan Pomahac, the lead surgeon for the face transplant and the director of Plastic Surgery Transplantation at Brigham and Women's Hospital.

"Carmen will be able to feel her face, and gradually, close to what we feel (on) our faces," he said.

"I have been on this incredible journey for the last six years and receiving this wonderful gift ends this chapter of my life," Tarleton said. "What a great way to move forward with what life has for me now."
