Issac approaches, sending GOP scrambling

Despite tropical storm Issac, which could become a Category 2 hurricane, Republican delegates are still flocking to Tampa, Fla. The storm has forced the GOP to postpone convention events.

Undaunted by storm reports, Republicans descended on Florida as Mitt Romney's team worked Sunday to cram four days of events into three after the threat of tropical storm Isaac forced the soon-to-be nominee to scale back his national convention.

Blue skies with patches of clouds hung over Tampa early Sunday, though winds were picking up as the major storm approached.

As aides in Tampa scramble, Mr. Romney is taking a rare day off the campaign trail at his lakeside vacation home in New Hampshire, receiving updates on the storm and making final preparations for the Thursday speech with which he will accept the Republican Party's presidential nomination.

"The safety of those in Isaac's path is of the utmost importance," Romney tweeted after Republican officials announced they had called off Monday's convention proceedings.

Because of possible storm surges and flooding Isaac could bring, convention organizers said they were making contingency plans to move delegates who have been booked into beachfront hotels to other locations if necessary. They indicated the schedule shift also was meant to prevent overburdening emergency response personnel at the height of the storm.

The GOP made the announcement late Saturday, saying that while the convention would officially be gaveled into session on Monday as scheduled, events would be postponed until Tuesday.

Convention spokesman James Davis said organizers were closely monitoring the storm's path but planned to rely on emergency management officials to guide decisions on whether to relocate delegates at waterfront hotels. So far, none has been moved nor had officials received word of major problems for inbound delegates.

Mr. Davis said the GOP's advice to delegates was "if your travel plans have not been interrupted and they're set, we recommend you come on down."

With Isaac boring down on the coast, President Obama, who had been at the?Camp David presidential retreat in Maryland, dispatched the Federal Emergency Management Agency to establish a command center and move more resources into the state. Vice President Joe Biden scrapped a planned campaign trip into Florida that was to counter the start of the GOP convention.

Republicans hope to use this week's convention to cast Romney as a determined leader with the know-how to fix the country's economy. They also want to introduce him as a family-oriented figure to counter the image of him as a ruthless businessman, as Democrats have sought to brand him.

Romney and his wife, Ann, looked to show off the more personal side with a joint interview airing Sunday.

Tea party tries to balance ideology, constituents

Paul?Ryan, R-Wis., speaks during a campaign event at the Long Family Farm, Orchard & Cider Mill, Friday, Aug. 24, 2012 in Commerce, Mich. (AP Photo/Mary Altaffer)

(AP) ? Twenty months into a Congress they have tilted rightward, tea party loyalists are finding that ideological purity can be elusive for conservative lawmakers trying to balance their convictions against constituents' election-year needs.

Rep. Paul Ryan, who has won tea party praise as Mitt Romney's vice presidential pick, had a General Motors assembly plant that was about to be shuttered in his hometown of Janesville, Wis., when he voted for the $14 billion auto industry bailout in 2008. The seven-term House Republican also voted for the $700 billion financial industry rescue that same year.

He has since criticized both efforts by President George W. Bush to combat that year's near economic collapse. Yet his votes ? plus his support for Bush's 2003 debt-financed expansion of Medicare to provide prescription drug coverage ? rankle conservatives to this day and underscore the challenge of adhering to small-government principles when voters' bread-and-butter interests are at stake.

More recently, this campaign season has seen some of the House's most conservative members split over a sweeping farm bill, disaster aid to drought-battered farmers and legislation to finance transportation projects and keep student loan interest rates from ballooning. Such divisions have dampened the expectations of tea party leaders, with some now saying it will take several elections before they win the Washington clout they need.

"No one is going to agree with us 100 percent of the time," Jenny Beth Martin, a national coordinator for the Tea Party Patriots, said of members of Congress. "And we do understand they do have to look at what's best for their district and their constituents."

Martin said that most of all, tea party supporters want lawmakers to be firm in their convictions. Out of 240 House Republicans and 47 GOP senators, she said there are fewer than 30 House members and about five senators she can reliably count on for support, with too many others focused on bringing federal largesse back home.

"We just don't have very many visionary people stepping up in our political landscape right now at all," Martin said.

The struggles conservatives face were illustrated just before Congress recessed for August, when the House approved $383 million in agriculture disaster aid, mostly for livestock producers and tree farmers.

Conservatives ended up on both sides of the 223-197 vote. One of the "yes" votes came from Rep. Tim Huelskamp, R-Kan., who has one of the House's most conservative voting records and whose district has one of the nation's heaviest concentrations of farms.

Huelskamp said he has repeatedly told constituents that they will be affected by efforts to curb federal deficits, including reductions in farm support. A farmer himself, Huelskamp said he voted for the disaster aid because it was paid for by cutting conservation programs.

"I thought it was fiscally responsible," he said.

That wasn't the view of Rep. Jim Jordan, R-Ohio, a House conservative leader who opposed the bill. He said he wants less federal involvement in the private sector and complained that the savings to pay for the measure's one year of disaster aid was being culled from conservation programs for a decade into the future.

"The first principle is what's good for your country is good for your constituents," Jordan said. "And what's good for your country is not to spend money you don't have."

Divisions like that among conservatives have not been unusual.

The conservative Club for Growth, which advocates lower taxes and less regulation, scores lawmakers' voting records based on bills it considers key.

Of the 46 House Republicans the club considered the most conservative, 27 voted for the disaster aid bill, 17 voted against and two did not vote. On the bill approved in June on transportation and student loans, 28 voted against, 16 voted for and two were absent.

"The reality is most members of Congress look to see what gets them re-elected and that drives their ideology more than a detached view of policy," said Chris Chocola, the club's president and a former House member.

Conservatives showed their clout last month when they prevented House GOP leaders from bringing a massive bill renewing agriculture programs to a vote in the chamber, arguing that its farm subsidies and food stamps were too costly.

Yet even that bill highlighted internal divisions. Four of the most conservative members, as measured by the Club for Growth, had voted for the bill when it was approved by the House Agriculture Committee, while two voted against it.

Tea party-backed Rep. Marlin Stutzman, R-Ind., opposed the broad bill at the Agriculture Committee, calling it too expensive. He backed the disaster measure on the House floor, arguing that it merely provided money the government committed to in a farm bill four years ago.

"With a drought across the country, there are priorities. As conservatives we set our priorities what is important and what is not, and I felt that was part of an obligation," Stutzman said of the disaster aid.

As for Ryan's 2008 votes, he said then that the financial industry bailout would preserve the free enterprise system. On the auto industry rescue, he said his district's economic hardships had been "downright gut-wrenching." Now chairman of the House Budget Committee, Ryan has since criticized both measures, saying the Obama administration misused them.

Matt Kibbe, president of FreedomWorks, which often works with tea party groups, said the organization likes Ryan's willingness to propose conservative budgets but has not forgotten his votes on the bailouts and the Medicare prescription drug expansion.

"We've had our disappointments and arguments with Paul over the years," said Kibbe. "He's definitely not perfect. But in presidential politics, there's no such thing as perfect."

USADA to strip Lance Armstrong of his 7 Tour de France titles

AUSTIN, Texas (AP) ? With stunning swiftness, the U.S. Anti-Doping Agency said Thursday night it will strip Lance Armstrong of his unprecedented seven Tour de France titles after he dropped his fight against drug charges that threatened his legacy as one of the greatest cyclists of all time.

Travis Tygart, USADA's chief executive, said Armstrong would also be hit with a lifetime ban on Friday. Under the World Anti-Doping Code, he could lose other awards, event titles and cash earnings while the International Olympic Committee might look at the bronze medal he won in the 2000 Games.

Armstrong, who retired last year, effectively dropped his fight by declining to enter USADA's arbitration process ? his last option ? because he said he was weary of fighting accusations that have dogged him for years. He has consistently pointed to the hundreds of drug tests he passed as proof of his innocence while piling up Tour titles from 1999 to 2005.

"There comes a point in every man's life when he has to say, 'Enough is enough.' For me, that time is now," Armstrong said. He called the USADA investigation an "unconstitutional witch hunt."

"I have been dealing with claims that I cheated and had an unfair advantage in winning my seven Tours since 1999," he said. "The toll this has taken on my family and my work for our foundation and on me leads me to where I am today ? finished with this nonsense."

USADA reacted quickly and treated Armstrong's decision as an admission of guilt, hanging the label of drug cheat on an athlete who was a hero to thousands for overcoming life-threatening testicular cancer and for his foundation's support for cancer research.

"It is a sad day for all of us who love sport and athletes," Tygart said. "It's a heartbreaking example of win at all costs overtaking the fair and safe option. There's no success in cheating to win."

Tygart said the agency had the power to strip the Tour titles, though Armstrong disputed that.

"USADA cannot assert control of a professional international sport and attempt to strip my seven Tour de France titles," he said. "I know who won those seven Tours, my teammates know who won those seven Tours, and everyone I competed against knows who won those seven Tours."

Still to be heard from was the sport's governing body, the International Cycling Union, which had backed Armstrong's legal challenge to USADA's authority and in theory could take the case before the international Court of Arbitration for Sport.

Tygart said UCI was "bound to recognize our decision and impose it" as a signer of the World Anti-Doping Code.

"They have no choice but to strip the titles under the code," he said.

USADA maintains that Armstrong has used banned substances as far back as 1996, including the blood-booster EPO and steroids as well as blood transfusions ? all to boost his performance.

The 40-year-old Armstrong walked away from the sport in 2011 without being charged following a two-year federal criminal investigation into many of the same accusations he faces from USADA.

The federal probe was closed in February, but USADA announced in June it had evidence Armstrong used banned substances and methods ? and encouraged their use by teammates. The agency also said it had blood tests from 2009 and 2010 that were "fully consistent" with blood doping.

Included in USADA's evidence were emails written by Armstrong's former U.S. Postal Service teammate Floyd Landis, who was stripped of his 2006 Tour de France title after a positive drug test. Landis' emails to a USA Cycling official detailed allegations of a complex doping program on the team.

USADA also said it had 10 former Armstrong teammates ready to testify against him. Other than suggesting they include Landis and Tyler Hamilton, both of whom have admitted to doping offenses, the agency has refused to say who they are or specifically what they would say.

"There is zero physical evidence to support (the) outlandish and heinous claims," Armstrong said. "The only physical evidence here is the hundreds of (doping) controls I have passed with flying colors."

Armstrong sued USADA in Austin, where he lives, in an attempt to block the case and was supported by the UCI. A judge threw out the case on Monday, siding with USADA despite questioning the agency's pursuit of Armstrong in his retirement.

"USADA's conduct raises serious questions about whether its real interest in charging Armstrong is to combat doping, or if it is acting according to less noble motives," such as politics or publicity, U.S. District Judge Sam Sparks wrote.

Even if UCI and USADA differ on the Tour titles, the ultra-competitive Armstrong has still done something virtually unthinkable for him: He quit before a fight is over.

It was a stunning move for an athlete who built his reputation on not only beating cancer, but forcing himself through grueling offseason workouts no one else could match, then crushing his rivals in the Alps and the Pyrenees.

"Today I turn the page. I will no longer address this issue, regardless of the circumstances," he said. "I will commit myself to the work I began before ever winning a single Tour de France title: serving people and families affected by cancer, especially those in underserved communities."

Armstrong could have pressed his innocence in USADA's arbitration process, which would have included a hearing during which evidence against him would have been presented. But the cyclist has said he believes most people have already made up their minds about whether he's a fraud or a persecuted hero.

Although he had already been crowned a world champion and won individual stages at the Tour de France, Armstrong was still relatively unknown in the U.S. until he won the epic race for the first time in 1999. It was the ultimate comeback tale: When diagnosed with cancer, doctors had given him less than a 50 percent chance of survival before surgery and brutal cycles of chemotherapy saved his life.

Armstrong's riveting victories, his work for cancer awareness and his gossip-page romances with rocker Sheryl Crow, fashion designer Tory Burch and actress Kate Hudson made him a figure who transcended sports.

His dominance of the Tour de France elevated the sport's popularity in America to unprecedented levels. His story and success helped sell millions of the "Livestrong" plastic yellow wrist bracelets, and enabled him to enlist lawmakers and global policymakers to promote cancer awareness and research. His Lance Armstrong Foundation has raised nearly $500 million since its founding in 1997.

Jeffery C. Gervey, chairman of the foundation, issued a statement of support saying:

"Faced with a biased process whose outcome seems predetermined, Lance chose to put his family and his foundation first," Gervey said. "The leadership of the Lance Armstrong Foundation remain incredibly proud of our founder's achievements, both on and off the bike."

Created in 2000, USADA is recognized by Congress as the official anti-doping agency for Olympic sports in the United States. Its investigators joined U.S. agents during the federal investigation of Armstrong. Tygart dismissed Armstrong's lawsuit as an attempt at "concealing the truth," saying the agency is motivated by one goal ? exposing cheaters.

Armstrong had tense public disputes with USADA, the World Anti-Doping Agency, some former teammates and assistants and even Greg LeMond, the first American to win the Tour de France.

"He had a right to contest the charges," WADA President John Fahey said after Armstrong's announcement. "He chose not to. The simple fact is that his refusal to examine the evidence means the charges had substance in them."

Others close to Armstrong were caught up in the investigations, too: Johan Bruyneel, the coach of Armstrong's teams, and three members of the medical staff and a consultant were also charged. Bruyneel is taking his case to arbitration, while two medical team staffers and consulting doctor Michele Ferrari didn't formally contest the charges and were issued lifetime ban by USADA. Ferrari later said he was innocent.

Questions surfaced even as Armstrong was on his way to his first Tour victory. He was leading the 1999 race when a trace amount of a banned anti-inflammatory corticosteroid was found in his urine; cycling officials said he was authorized to use a small amount of a cream to treat saddle sores.

After Armstrong's second victory in 2000, French judicial officials investigated his Postal Service team for drug use. That investigation ended with no charges, but the allegations kept coming.

Armstrong was criticized for his relationship with Ferrari, who was banned by Italian authorities over doping charges in 2002. Former personal and team assistants accused Armstrong of having steroids in an apartment in Spain and disposing of syringes that were used for injections.

In 2004, a Dallas-based promotions company initially refused to pay him a $5 million bonus for winning his sixth Tour de France because it wanted to investigate allegations raised by media in Europe. Testimony in that case included former teammate Frankie Andreu and his wife, Betsy, saying Armstrong told doctors during his 1996 cancer treatments that he had taken a cornucopia of steroids and performance-enhancing drugs.

Two books published in Europe, "L.A. Confidential" and "L.A. Official," also raised doping allegations and, in 2005, French magazine L'Equipe reported that retested urine samples from the 1999 Tour showed EPO use.

Armstrong fought every accusation with denials and, in some cases, lawsuits against media outlets that reported them.

He retired in 2005 and almost immediately considered a comeback before deciding to stay on the sidelines ? in part because he didn't want to keep answering doping questions.

"I'm sick of this," Armstrong said in 2005. "Sitting here today, dealing with all this stuff again, knowing if I were to go back, there's no way I could get a fair shake ? on the roadside, in doping control, or the labs."

Three years later, Armstrong was 36 and itching to ride again. He came back to finish third in the 2009 Tour de France.

Armstrong raced again in 2010 under the cloud of the federal investigation. Early last year, he quit the sport for good, making a brief return as a triathlete until the USADA investigation shut him down.

During his sworn testimony in the dispute over the $5 million bonus, Armstrong said he wouldn't take drugs because he had too much to lose.

"(The) faith of all the cancer survivors around the world. Everything I do off the bike would go away, too," Armstrong said then. "And don't think for a second I don't understand that. It's not about money for me. Everything. It's also about the faith that people have put in me over the years. So all of that would be erased."

Innovation Excellence | Stop Negotiating ? It Doesn't Work

Stop Negotiating ? It Doesn?t WorkNegotiation isn?t all it?s cracked-up to be. In fact, I believe negotiation to be an inherently flawed business practice.?Negotiation is not an art to be mastered, rather it?s a sloppy approach to be avoided.?While many a consultant, author?and trainer have made personal fortunes teaching the finer points of negotiation, it is my belief they have accomplished little more than to create legions of inept business people who view themselves as being much more savvy than they actually are. If you?re truly interested in becoming more sophisticated and effective in your approach to reaching an agreement, then I would suggest you replace your tendencies to negotiate with something more substantive?

Conventional Wisdom

There are many who would say negotiation is just part of doing business, and that you cannot be successful as a leader without becoming a great negotiator. Conventional thinking would have you believe that to be a?skilled negotiator is to be held in high esteem in the world of business, and in some circles, is worn as a proud badge of honor. It would lead you to further believe if you possess a reputation as a shrewd negotiator, then you would certainly be feared in the boardroom as an adversary to be reckoned with.

Reality

WAKE UP ? please don?t tell me you?ve fallen for the ego-centric propaganda supported by conventional wisdom. True wisdom is rarely conventional, nor does it encourage being a bad actor in a charade. If you find yourself negotiating you are likely doing little more than posturing, spinning, manipulating,?being slick, and perhaps even?deceitful. Negotiation by its nature is a zero-sum game (my gain is your loss). In other words, the goal at the outset of a negotiation is to benefit from someone else?s loss, which should be an unacceptable premise for doing business. If your goal is to be feared, to take advantage of a person/situation/circumstance, or to manipulate an outcome to meet your needs, then you may be many things, but a leader is not one of them.

Win-Win Scenarios Do Exist ? But Only If You Look for Them

Sure, there are those who say ?win-win? scenarios are altruistic fantasies that don?t exist, but I?m here to tell you all good agreements are in fact win-win scenarios. Negotiation is adversarial, and savvy leaders focus on expanding relationships and spheres of influence, not shrinking them by creating enemies. When you?ve concluded an agreement with someone, wouldn?t it be better to have them be excited about doing business with you again, as opposed to spending hours in reflective thought regretting the day they met you? When I hear someone reminisce about the great deal they just negotiated all I can think of is, will the deal stick, and even if it does get traction, what about?the bad taste left in the mouth of the other party? While it may seem tempting to exploit the immediacy of a situation or circumstance, the long-term consequences of such actions?are detrimental to?your reputation and credibility.

The Solution

So, if you?don?t negotiate what do you do? Try engaging in meaningful conversation ? one where you listen more than you speak. Negotiations look for a victory, while good discussions look to?create opportunities for others, to add-value, to align interests, to understand needs, to facilitate, enable, educate, mentor, and inform. Smart leaders influence rather than negotiate. They seek the correct outcomes rather than just seeking to win. Conversations are not competitions ? you don?t win them, but you should enrich them.?Don?t be lazy and trick somebody just because you?re smart and you can, rather be a professional, do your homework and help people attain their goals?& objectives.

I don?t know about you, but I know how it feels when someone is ?negotiating? with me vs. how it feels when someone is having a ?discussion? with me. They are not one in the same, and the latter is definitely preferable over the former.?Think about it like this ? you cannot lose a negotiation you don?t become a party to. When a one sided negotiation is taking place the other party cannot prevail as they are simply negotiating against themselves. Don?t get sucked into the flawed logic that negotiation is a tool for the powerful ? it?s not.

What say you?
